Srinagar: Budgam Police conducted extensive searches on Monday targeting the separatist network of US-based Kashmiri activist Ghulam Nabi Fai, intensifying their crackdown on Pakistan-backed terror support systems in Jammu and Kashmir.
Proclaimed Offender Under UAPA
Dr. Fai, son of Habib-ul-Llah Shah and a native of Wadwan in Budgam district, was declared a Proclaimed Offender by the Special NIA Court on April 30, 2025. He faces charges under FIR No. 46/2020, with sections 10, 13, and 39 of the Unlawful Activities (Prevention) Act and Section 66 of the IT Act registered against him at Police Station Budgam.
ISI-Backed Operations
The accused heads the Washington-based Kashmiri American Council (KAC), which operates with backing from Pakistan’s Inter-Services Intelligence (ISI). Fai has been actively propagating Pakistan’s narrative on Kashmir through various international platforms.
In a recent interview with a Turkey-based television channel, Dr. Fai made statements supporting the banned Jammu and Kashmir Liberation Front (Yasin faction), which was declared unlawful under Government Notification S.O. 1403(E) dated March 22, 2019.
Simultaneous Operations Across District
During Monday’s operation, police searched multiple residential properties and detained several individuals for questioning. Authorities have also initiated proceedings for attachment of Fai’s properties in the district.
The police action is part of J&K Police’s Zero-Tolerance Policy against terrorism and separatist support networks operating in the region.
Broader Crackdown Underway
Budgam Police has simultaneously intensified operations against Jammu and Kashmir Nationals Operating from Pakistan and Pakistan-Occupied Kashmir (JKNOPs), along with SIM card vendors who facilitate terror communications.
“Budgam Police reiterates its commitment to dismantling the terror support infrastructure and ensuring lasting peace, security, and stability in the district,” the official statement emphasized.
